More to the point - how many out here can convince the money-counters in
their organization to allocate resources to REMOVE material OUT from under
water pipes, etc.  It is very common for organizations to use "non-human
environment" space - i.e. basements - for archives and records storage.  The
difficulty is in changing this attitude at the level that makes space
allocation decisions.
