Re: RAIN 7/27: Univ of IA archives + stutterers

Greetings, all,

This is in response to Kevin Bunker's questions posted
to the list concerning access to information about the
1939 University of Iowa stuttering study involving
orphans at a state home in Davenport. It should be
noted that the archives in question is the State
Archives of Iowa, located in Des Moines, rather than
the University of Iowa Archives in Iowa City.

For the latest on this story, which also describes the
state archives' administrative policy concerning
access to confidential records, go the Des Moines
Register's article published yesterday (Aug. 1):

On some email services this unwieldy URL may not click
through if the text wraps, so copy-and-paste, then
point your browser to the address.

Several question arise: Does the university archives
have an explicit
policy
of banning journalists? How do they check one's
credentials? Honor
systems
are fine, but are usually worthless. Another question:
although the
author
was a student, does s/he not have the right to do some
sort of
investigative
writing on archival discoveries, even as a freelancer?

If the article's author signed a patron registration
form on which
there was
a restriction clause against journalists, I can see
where the archive
might
have a point, but...

I smell an ACLU lawyer approaching...
