Documentation of an event in progress

We at the New York State Archives have started discussing how we will document this tragedy. We are looking at three sources of documentation:

1) State government agencies - many were involved in one way or another, either as victims or in rescue/recovery;
2) Local governments, including NY City and its suburbs (many of the suburbs sent fire fighters and police);
3) Non-governmental organizations and institutions - charitable, social, religious and political

We will be working on developing a plan for documenting this event as it impacted on New York State. Suggestions, comments on approaches we should consider would be welcome.
