Position Announcement - UNHCR, Geneva, Switzerland - Electronic Records Archivist



The United Nations High Commissioner for Refugees (UNHCR), with headquarters in Geneva, Switzerland, seeks a qualified and experienced Electronic Records Archivist (P-3).

Reporting directly to the UNHCR Archivist, the Electronic Records Archivist will:

1.  Review UNHCR flow of information, and determine the rules (when and how) for efficiently caturing documents, both electronic and paper-based.
2.  Identify which data in existing recordkeeping systems need to be converted to EDMS, and develop with integrator the procedures to ensure that the migrated records are complete (accurate, understandable).
3.  Review the existing records in electronic form, and prepare documentation packages for those that include permanently valuable archival information.
4.  Develop the protocols for access to the system for different classes of users, as defined by UNHCR.
5.  Develop the information and data structuring rules for the interface between the workspace business use of records and the archival application.
6.  Develop documentation packages for the EDMS and ERP systems, to the extent that they contain permanently valuable archival information.
7.  Develop the preservation rules and protocols for ensuring that archivally valuable electronic information will continue to be available (accurate, understandable).

QUALIFICATIONS AND EXPERIENCE: 
Advanced university degree in archival management, or history with a concentration in archival management or history with additional equivalent training as provided by universities and/or professional archival associations or possesses the degree(s) or diploma(s) required in his/her country of origin as qualifications for managing an archives service, or where such degree(s) or diploma(s) are not required, the equivalent experience.  Training and experience in records management for both paper and electronic records is highly desirable.
 
- A comprehensive knowledge of archival principles, functions, techniques, methods, and standards, and their application to electronic records.
- A detailed knowledge of and experience with electronic records with a wide variety of technical formats.
- A detailed knowledge of computer systems operations and operations of database management systems;  familiarity with current information management systems.
- Experience with a major distributed records system (i.e. systems operating in geographically separated locations);  experience in deploying organization-wide document management systems.
- Experience as a records manager in every aspect of the doucment life cycle:  creation, maintenance, and preservation.
- Working experience in large organizations;  experience in international archival practices.
