Unless there are special designs or hand-written captions on the scrapbook pages and if the cover has nothing special related to the contents, it's not worth keeping the original. It could be stored away in a corner of the archives and allowed to deteriorate in its own time.

In the meantime, remove the photos for separate storage, first replacing them in the original book with a photocopy of the entire original page. Make a second photocopy of the page and set aside. Note on the photocopies where the original photos have gone and note on the separated photos the title of the scrapbook and page where they came from.

The glued newsclippings can be photocopied (an entire page if possible...use 11 x 17 Ledger paper).

Try to photocopy the entire page of ephemera.

Now put all the photocopies in order as they were in the original. You will have a complete scrapbook able to withstand handling, with notes on each page where the originals are located.
