I thought the report is kind of more or less official "unofficial rare bird
report" from Carolinas RC.
Well, anyway, as far as Piping Plover it is rare so far inland, isn't it? As far
as White-rumped it seams to be normal passing species with numbers depend on
water lever here end there. I have no idea if the concentration of 35
White-rumped is rare or not but it is definitely much much more that 2 shown in
the report. However nobody was surprised with that number means that has to be
rather typical. In case of  Wilson's Phalarope there had been a group of up to 8
(as far as I remember) reported for several days from Jordan Lake (Durham).
I do appreciate the report, it gives additional information (to those from the
list) however that differences from data from the list and from the report were
strange for me.
