Fungi can grow just fine in tea brewers that remain aerobic for the whole
brew. We have lots of data, as do many other folks, that this happens
routinely.
 
If the brew drops into low oxygen ranges, the beneficial fungi will be lost.
 
There can be competition from bacteria, which, if bacteria "win" for foods,
then the bacteria increase many times over, while the fungi don't do much.
This sounds like the situation you have.
 
Please, don't make blanket statements about what may or may not be happening
with other people and their brewers and brewing situations. Many people get
fungi growing happily in their brewers, no question about it.
