Division Manager - Human Resources

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Serves as the Library's Human Resources Administrator managing the Human
Resources of the Department including the Human Resources and the
Training and Development Sections of the Division. The Human Resources
Section oversees employee services for over 700 FTE's and covers library
use of contract and temporary employees. This section monitors
departmental and City Human Resource policies and procedures and ensures
compliance. This section includes selection services for the Library,
compensation studies and pay equity initiatives, employee counseling,
grievances, benefits, and other employee support functions. The Training
and Development section includes the coordination of all department
training activities including city-mandated training and
library-specific training. A key component of this position will require
strong organizational development experience to consult and guide the
Library in all aspects of their strategic objectives and long range
planning. This position reports to the Deputy Director of
Administration.

WORKING CONDITIONS
Must be able to communicate effectively orally and in writing. Must be
able to use a computer to access/input information. Must be able to move
freely throughout the system. The position is physically comfortable.

MINIMUM EDUCATIONAL REQUIREMENTS
Position requires a Bachelor's Degree. A thorough understanding of both
theoretical and practical aspects of Human Resource Management is
essential.

MINIMUM EXPERIENCE REQUIREMENTS
Ten years relevant experience is required.

PREFERENCES
PHR, SPHR certification strongly preferred. MPA, MBA or MA with
background in Human Resources preferred. Strong organizational and
consultative skills. Current computer skills including Microsoft Windows
95, and Office 97 (Word, Excel, Access).

SALARY INFORMATION
Factors used in determining the salary offered include the candidate's
qualifications as well as the pay rates of other employees in this
classification.  The minimum to midpoint of this salary range is:
$47,580 - $66,612 Annually
