Decide Whether to Publish

Learning and collecting information about environmental issues is great fun. But sooner or later we need to decide whether to publish our work. If things are going well, one of the editors working in the publication's garden can take responsibility to be the publisher. (If things aren't going well, then everybody just gives up and the gardener can move everything to the compost pile.)

The publisher decides when a publication is ready to be sent out for review by an expert. To make sure we don't pester reviewers with material that isn't ready for prime time, only authorized editors can become publishers.
